Bicycle Passing Laws

Rather than hijack another thread... I thought this image was pretty cool! For once, I'm glad to see PA stick out. http://www.ncsl.org/issues-research/transport/safely-passing-bicyclists.aspx

Two things. First, the coloring is odd. Generally red = bad, green = good. But here the state with the best law is red, second best is blue, third is green -- assuming a "safe distance" law has any meaning whatever. Also, when PA passed its law I had the distinct impression that we were simply matching one other state, not going further than any other state. Oregon? But I don't see any other state with a four-foot passing law.

I was thinking the same right up to brybot's comment... actually a bit shocked that we are the one and only (?).

Right before I left FL they passed a 3 foot law. Right before leaving PA you guys passed the 4 foot law. Going with this trend, CA will have a 5 foot law about the time I'm moving on.
