Googling that number with a 724 area code yields the name of a woman in Irwin, PA

Did not get any direct hits with a 412 area code

When i found it before the snow it had a dead battery but looks like it might still work ? looks like a work phone not smart / I did not want to leave it there

You can call the carrier or bring it to a store and the service provider can look up the owner and any alternative numbers via the serial number on the back.

most times googling a phone number will provide the local address of the carrier,
and not provide specific user info.
(google leaves that to the paid lookup services.)
the best way to reunite with the owner would be a FV said,
take it to the carrier/service provider.
