Worse case scenario, I hit and kill a pedestrian, or another bicyclist. I’m sure that happens a lot in New York, but there’s a lot of laws regulating the use of bicycles the enforcement of which would certainly curb such incidents, but the cities don’t do it. Even if they did pass new laws, they’d have all the same problems implementing insurance regulation, and so like all the other laws that apply to cyclists, they just wouldn’t bother with any systematic enforcement. This idea solves nothing.
