20160215 Bicyclist killed in Belleview Crash

Authorities said Carol Lowery-Tait, 51, of Bellevue was hit at the intersection of Grant Avenue around 8:45 p.m. near the Napa Auto Parts store. She was taken to Allegheny General Hospital, where she was pronounced dead at 9:39 p.m. An autopsy is planned for today, according to the Allegheny County medical examiner’s office. ----- “It’s historically a dangerous stretch of road. It’s unfortunate, it’s a horrific event here. Why don't the police fucking do something? It is dangerous cause people speed on that road.

That road has been dangerous for years. I think it was back in 1987, two guys who had been drinking all night, ripped right through a station wagon, cutting it in half. The parents were in the front seat of the wagon, and survived. The two young boys, who were delivering papers from the back, did not. Once again, these are failures of our public servants to address the true problems, which are poorly designed roadways, motorists speeding, and significant disregard for traffic laws.

Not even speeding. It's posted 40. Problem is, 40 is too fast. This is a "stroad", a major highway disguised as a street. Grant Ave is near the Napa auto parts store and the Arby's. I'm not sure why anyone would need to cross the street there, as there is precious little commercial business on the river side of 65 through there. Most of the population is on the same side as the fast food, and there are decent sidewalks on both sides. You can't get down to the McKees Rocks Bridge very easily, though, so maybe that's what she was doing, trying to get to the bridge from the residential part of Bellevue. To be clear: You cannot walk along the residential side of 65 between Grant/Kendall and the MRBridge. You would need to cross 65 to do that.

I've been unable to clarify if this was a ped or cyclist. I guess it's a holiday so borough offices are closed. Guessing Tuesday will tell.

Ask yourself this: Should Penn Ave through the heart of Wilkinsburg be posted 40 mph? How about Steuben Street through the heart of Crafton? This is the configuration PA28 had before they dumped a zillion dollars into it to make it an expressway. This is the configuration that PA8 through Etna had before they dumped a zillion dollars into making that an expressway in the 1990s. The real solution is not to widen the highway but to shrink it, reduce its capacity. Lower speed limits (30 would be nice), drop it to one lane each direction so you can add a sidewalk on the one side, which would also make it non-suicidal for cyclists. Nobody wants to hear that, of course. Particularly those who chose to build in the NW suburbs and commute downtown. The realreal solution is to build the T to the land-side terminal of Pittsburgh International Airport, via Bellevue, Sewickley, Robert Morris U and the old airport area, and provide park-and-ride lots at the various stations.

I called Belleview PD. This was a pedestrian fatality.
