I don't know as I'd use a full bicycle, but it might do fine hooked to a single front wheel I carry around. With a single wheel, I could have a choice of a couple short messages on different arcs of the wheel. With more than one wheel under my arm, I could leave variations of a single theme. The idea has merit, though also has limitations. Warrants further study.

So you want to use your bike to leave graffiti??? Really? Unless you're using some kind of paint I don't see it showing up on pavement. That means you're leaving your message on sidewalks or walls... A sure way to endear cyclists to the community. Um... Let's not.

Part of the description talks about using it to stamp messages on trails, by making an impression in the surface. Maybe this could be useful for promoting a message, or publicizing an event. I don't see how the ink messaging would work on pavement. Maybe it could be part of an art project.

First, I agree with SRpit. On everything. But for purposes of discussion, I was intrigued in 2004 at the Republican National Convention by a fellow named Joshua KInberg, who used cylinders dispensing wash-away chalk to fashion a dot-matrix street printer. In order to avoid claims of malice, he presented himself as a neutral and the bike would present any non-obscene short messages that were SMS-texted to it. (Although his website was BikesAgainstBush.com go figure) This being America, he was of course arrested and the infernal contraption seized.
