Not sure how effective this will be.
IANAL, so I assume this means that without this law, a cyclist (or, a pedestrian, right?) can't sue a driver in civil court if the city doesn't pursue a criminal case? Does this only apply to cyclists? What if a pedestrian is verbally assaulted by a driver?
