It's been suggested before, but there are a couple of major problems with the idea. Mostly the lack of horizontal space. Unlike on city streets or rural roads, buses cannot change lanes to pass a cyclist, and there just isn't the space to add a shoulder or a lane in some spot, even if it could be done in longer stretches.
The West Busway was actually proposed to have a bike facility in its early planning stages, but this never made it into final design. The South Busway might be adaptable between South Bank and Glenbury. The East Busway actually has a bike path from Wilkinsburg out to Swissvale, with the notable exception of the portion that runs through Edgewood (which refused to cooperate with Port Authority both in the 2003 extension and the original 1983 build).
