In this video I was watching on YouTube, it was mentioned how the speed limit is enforced on a street in Cambridge, England without the use of radar. I think similar devices should be set up on trouble streets throughout Pittsburgh to catch speeders.

That'd be a great idea -- can't see how it'd be any more or less legal than the speeding cameras used now. Never thought about it though -- are speeding cameras illegal here? They're all over the place in Germany.
Best part of the video was the kid at 9:24 who rides by with no helmet and doesn't have his hands on the bars...Generally a different level of helmet zealotry over there in general, by the looks of it.

It's the same idea as VASCAR (Visual Average Speed Computer And Recorder), which is in common use in the US.

VASCAR relies on a police officer pushing a button. The fact that the police officer could have pressed the button too early can be used as an argument in traffic court.
