C and O Canal Towpath flooded

Stay off the C and O until the river goes down. I know a guy who had to be rescued from chest deep water with his young nephews.

28 people got stuck in flood on C and O. 24 Boy Scouts and Boy Scout leaders were stuck at campsite and rescued with boats and a State Police Helicopter. A family of 4 was camping and cycling and tried to make it to the next town during flood and were in cold waist deep water. They left gear and bicycles and were rescued by boat.
