I commute from the north (either 28 or 279) and want to start riding my bike into downtown to save on parking. Does anyone know where I might be able to park my car for free (either near 28 or 279) during the day and hop on my bike to finish off the commute?

How far do you want to ride, and how comfortable are you in traffic?
Millvale is the standard answer to this question. Parking at Millvale Riverfront Park, and then riding about 3.5 miles in to the North Side on a trail, then crossing the bridge of your choice into downtown.
Highland Park offers a lot of non-permit on street parking. I see a lot of people getting off buses from downtown then getting in to their cars. From there it's around 1/2 hour depending on how fast you are going.
From either 279 or 28, you could drive down by the prison along the river (Western Penitentiary on Beaver Ave.) and then have a traffic-ride along the River Trail to either the Sixth Street Bridge or the Ft. Duquense Bridge and then go into town via Point State Park.

There is a large, primarily unused park-and-ride lot under PA65 by Island/Beaver/Chateau/California/Marshall. Park car there, and then it's an easy ride to the river trail.
jimmy, I'm north, too, but directly north, about 10 miles. When I bike the entire way in, I use either Babcock Blvd into Millvale, or PerryHwy to West View, Center over to Bellevue, cross the open-only-to-peds-and-bikes bridge, L Benton, wiggle over to Shadeland and eventually Brighton, and further wiggle over to the FtDuqBridge. Fairly flat, fairly light traffic.

I wouldn't drive into Highland Park to bike commute. The first 1/2 of the ride sucks (Negley...)
