I work for a company that views this in the same manner. It's an incident and not an accident. The view is that all incidents are preventable. I'd like to see the bike community exchange "accident" for "incident" but probably not "crash". Just my 2 cents.

I like "collision" as the preferred term. But most other options are better than accident.

Pretty much what @sew said. My employer has also changed their safety reporting to reflect this, doing away with the "accident" terminology. They, like many other companies, have realized that the vast majority of on-the-job safety incidents are preventable.
