Dumb question about bikes on PAT buses

I have a fender on my front and rear tires. Do I put the arm over the fender? Will that be secure? Or should I just remove the front fender?

I use a PAT bus every morning and always put the bike-retaining arm over the top of my front fender. I've never had a problem with the bike coming loose while in transit. Just make sure the bike is fully seated in the rack and pull the arm over the front wheel. One problem I did have once was when the arm hit my brake pad and knocked it out of alignment. Fixing that was 30 seconds of my life I'll likely never get back. sigh.

From http://metro.kingcounty.gov/tops/bike/faq.html#question5: Can I use the bike rack with fenders? To ensure a proper and safe loading, the bike rack support arm must be as close as possible to the bicycle's head tube. Most fenders will flex under the support arm and be fine, but some types of fenders may not withstand the pressure of the arm. Cyclists are encouraged to check with their local bike shop for fenders made from a material that is robust enough to hold up under pressure. Also, from http://www.metrotransit.org/bike-n-ride-bus: Do not place the arm on top of a fender or brake — it should be in contact with the tire directly.

I place the top of the J-hook just under the fender, directly in contact with the tire. I've used the racks hundreds of times, never a problem.

I used to put the arm on the tire directly in front of the front fender. It worked most trips, but once or twice usually when raining, the arm would slip off. So, keep an eye on it. Since then, I've cut the front of my fender back a few inches and that probably helps. Some have cut theirs back all the way to the front fork.

I also put the arm on my tire just in front of the fender. Never had a problem.
