Hempfield rail crossing won't reopen

So a bunch of teenagers in a car get mowed down by a train. Local street. In a small village. So they decide to close the crossing.
"Pedestrians do not use the street, according to the PUC, and there is limited vehicular traffic there."
Loss for cyclists. What are the chances that a cyclist would not notice a train coming?
