I read that back when it was a rail it connected Pittsburgh to Cincinatti to Chicago to St. Loius so I don't see how it couldn't some how.

There is a long-range plan to extend the Panhandle by about a mile so that it connects to the Millsop Center in Weirton, but the lead track into the rail yard just south of there is still active as it crosses the Ohio River into Steubenville.
It will be far from a leisurely ride, but West Virginia is currently planning to fill their US Bike Route 50 gap, which will generally run from the Market St Bridge to the Panhandle trailhead at Harmon Creek Rd.

If you look at the satellite imagery it’s obvious why this isn’t feasible.
I do wonder why they can’t connect it to Carnegie on the other end though. It looks like there’s enough room next to the active tracks and over the bridges to build a trail into Carnegie. This is a huge gap and it’s so short, not to mention trains hardly ever use this section.

There was another bridge across the Ohio River until 2012. The Fort Steuben Bridge, connecting Weirton to Steubenville. It was closed to cars when I biked it in late 2011, with The Iguana:
