Maybe call the local PennDOT office at the number here? They should at least know who's in charge of such things.

Murals on PennDOT property (semi-not bike related)
Sorry for the semi-tangential post, but I figure that someone here knows the answer.
every day I walk past these super ugly bridge pillars for 28 over Delafield.
I'd like to propose to PennDOT that a local group put up murals. Probably kids from the school district. PennDOT wouldn't have to pay for the labor or the paint.
How do I go about getting the attention of someone at PennDOT? Their website isn't helpful for this type of inquiry.
