Newly Painted Bicycle Lane on E Liberty near N Negley

The city extended the bicycle lane (solid lines) on the newly paved section on E Liberty near N Negley. Normally, I'd think it's a thing to celebrate, but I'm worried that it's actually not safe for cyclists. Motorists not paying attention to their right might cut off cyclists suddenly and cause a crash. My understanding is that motorists should merge into the bike lane when they are about to make a right turn, at least this is the case in California: https://www.sfbike.org/news/bike-lanes-and-right-turns/ I don't know if CA rules apply here or not. What are your thoughts?

Ordinarily this is the case here as well; this is why bike lanes are often marked with a dashed line near an intersection. Of course, since neither the city nor anyone else bothers to do any kind of education for drivers, all we get is cyclists told to 'watch for turn signals'...which, naturally, almost nobody uses around here.

The education for cyclists should be, don't be alongside a vehicle when going through an intersection and give them space for sudden unsignaled turns

Seriously, even a traffic cone there would help keep drivers out of the bike lane. It looks like the vehicles are to use the right lane to go straight and then right, and there remains a left lane. But for some reason, people are insisting on three lanes still (I don't know why there was ever a straight lane there)
