"Only legalized form of homicide"?
I'm writing an essay and wanted to use a quote that is something along the lines of the saying that a motorist hitting and killing a bicyclist is the only legalized form of homicide (based on frequent non-prosecutions in those cases, or greatly diminished sentences). It's something to do with going very easy on deaths where the victim was on a bike.
I know I've seen it somewhere and wanted to get the quote right, and hope that someone on the board here has it handy, possibly with a source if there is one.

You're going to lose all credibility before you even get started. It's a quote, but meaningless.
