I guess as a reference, I have XL sized shoe covers and they're tight on my size 10 shoe.
They size these covers as if you aren't wearing shoes in them...

Pearl Izumi shoe covers for sale
I bought these at the REI garage sale a few months back, and they're too small for me. Rather than sitting in my closet, someone could be warming his or her toes.

+1 sloaps. I've been sporting a LG pair of the Sugoi covers on my 7.5 sized girlie feet. I think the tightness is supposed to be part of how they work. It's an effort to get them on and off, but they do help with warmth quite a bit.

they are designed to go over road shoes, no tread, super thin and tight upper, minimal sole. putting them over casual shoes or mountain shoes means you need to go up a size or so.

yup, I wear a mens size 8 shoe and they fit nice over my causal shoes.
