Penndot projects. How do they work?

Marginally related to bikes. Got a notice in the mail that Penn dot is looking at SR 28 and highland park interchange.  My house is on the hill above it but abuts the highway. Notice said that penndot surveyors may be on our land. Anyway, general questions- are project plans , even in infancy, available online?  If so, where? I figure this will tangentially help us bikers to know where to look in the future with penndot projects. Thanks.

You can find some info here. That page has a map on which you can find four and twelve year plans; other tabs on the page have different maps that include current and completed projects. One project on the map: Project No: 91845 Title: PA 28/Highland Park Bridg Type of Work: Interchange Improvement It leads to this report (PDF), but it's just one page with not much detail. There's also a link to a "video log", which has lots of tiny details on each segment of roadway (how many drains on this particular 34 feet of exit ramp, that sort of thing). Got it. Thanks for the info. I knew they were going to make 28 north two lanes under the job but didn't know when.
