I wonder why they don't investigate thefts in public areas. The public areas are far more likely to have witnesses and/or security cameras around.

maybe they feel that protecting the "sanctity" of the person's home and property is a higher priority than protecting crimes against property out in public. It makes a certain amount of sense. It would be one thing if somebody keyed my car in a public parking lot. I'd be pissed off, surely, but I wouldn't really expect police investigation. But if someone walked into my garage and did it? Yeah, I'd probably be worked up.
