Another thread recently started on this topic has some recommendations. I think sandblasting off the old paint can be done easily by whomever does your powder coating.

Powder coating?
I'm thinking of getting my bike frame a fresh coat of paint. Any reasonable powder coaters that do frames in the burg? Nothing special, probably black. I'll strip it down if necessary.

Whoever does the work will have to prep the surface before they can powder coat anyway. Most places would rather do all the media blasting just to make sure the prep is done right. If it’s not prepped correctly the finish may not be accepted.
