times are changing!
someone in the strip district insisted that I run a red light to let me go through the intersection while their light was green. i declined and they insisted with emphatic waving out the window, so I ran the red light while 4 people behind them looked on in awe at me crossing their greenlight, never thought I'd see the day.

On my bike I don't refuse an invitation to make a left in front of oncoming traffic because it gets me out of the way of cars behind me, but when driving I ALWAYS refuse this--don't really want to encourage the "Pittsburgh left." But being waved through a red light? That's when I'd think about getting up on the sidewalk and waiting for the current batch of vehicles to go away.

I'm not sure that it's true, but I was taught that if you wave a person through an intersection you assume some responsibility/liability if an "accident" occurs. This sorta makes sense since you are telling the other driver that the coast-is-clear, but I've never heard of anyone getting sued or anything.

It depends on the state. I believe Bob Mionske had an article on this matter in the "Bicycling Magazine". And it tells that PA is the state where "if you waved and something happened then you could be held responsible". i cannot find it online but I will look through my paper magazines (whatever left from them).
