Traffic Violation Report System in Pittsburgh?

Due to reports of illegal motor vehicle use on the Panther Hollow Trail (http://localhost/message-board/topic/police-using-junction-hollow-as-a-cut-through-just-because/page/8/), I think we should ask the city to set up a traffic violation report system similar to 311. The police should fine the violators if there are enough evidences against them. This system has been implemented in my home country - Taiwan - for years, and has been very popular. In 2015, there were 230,000 reports with 167,000 successful prosecutions in New Taipei City: http://udn.com/news/story/7266/1634485 (in Mandarin) The steps for reporting traffic violation are provided below (translated from: https://tvrs.ntpd.gov.tw)
  1. Provide the reporter's name, address and telephone number or other contact methods in order to clear up details of the violations (they will not be released to public)
  2. Provide time, date, location of where the violation occurred, and the details of the violation
  3. Provide the violator's license number and/or vehicle make, color, and other features. Name of violator can be provided (if available) if violations are not performed with motor vehicles.
  4. Provide photo and/or video evidences
Reasons for non-prosection:
  1. Report of a violation is submitted more than 7 days after its occurrence
  2. Duplicated report of the same violation
  3. Anonymous report
  4. Insufficient evidence
Other considerations:
  1. For violation occurred when the reported vehicle was in motion, serial photos or videos should be provided which clearly show the violator's license number, make, and color.
  2. For parking violation, the photos should be taken at an angle which shows the driver's seat
  3. For parking violations such as parking in red, yellow, or bus zone, , the photos should be taken at an angle which include the said features.
  4. Raw digital photo files should be provided if the photos were taken with digital cameras
Examples of good photos as evidences:
  1.  Red light running. Since the violation occurred when the reported vehicle was in motion, photos should clearly show the traffic lights, stop line, license number, and the act of violation. There should be at least two photos for the said violation
  2. Motorcyclist failed to perform the two-step turning (as required by the laws in Taiwan).  Since the violation occurred when the reported vehicle was in motion, photos should clearly show the traffic lights, stop line, license number, and the act of violation. There should be at least two photos for the said violation
  3. Failure to use the turn signals when changing lanes. Since the violation occurred when the reported vehicle was in motion, photos should clearly show the traffic lights, stop line, license number, and the act of violation. There should be at least two photos for the said violation

This is a neat idea but there are all types of legal and cultural barriers that would be near impossible to overcome in the US.

I'd like to see this happen, too. I would require video proof for moving violations. This would be easier to implement as a means of issuing written warnings. And that would help, getting people to understand that they are being watched.
