JOIN THE URA AND WEIGH IN ON PLANS TO CONVERT THE REMAINING PORTION OF THE FORMER PENN CIRCLE INTO 2-WAY TRAFFIC
When the The Urban Redevelopment Authority’s (URA) originally created Penn Circle, they also created a car-oriented streetscape of four lanes of one-way traffic and surface parking lots that cut the once building-dense, walkable neighborhood off from its business district. 1,200 buildings were torn down “leaving a net loss of one million square feet of real estate,” according to East Liberty Development Inc.
The URA’s attempt to reverse their mid-20th-century urban renewal failure in East Liberty is entering its next phase. They are now planning and designing the conversion of the next section of the former Penn Circle, Station St and Euclid Ave, to two-way traffic.
This project is an attempt to put the pieces back together in a neighborhood-focused way, including walkable and bikeable street design.
At an upcoming public meeting on November 1, the URA and their consultants will present the scope of the project, design elements including bicycle facilities, and will display several possible design alternatives for review and comment.
Representatives from the URA and their engineering consultant, Parsons Brinkerhoff, will be on hand to discuss.
Please join for this discussion, provide input, and learn about the next steps to complete a circulation and mobility study for East Liberty’s Western Gateway.

We were told the powerpoint would be on the URA website (http://www.ura.org/), and it was suggested I think that meeting info would go up on the ELDI site (http://www.eastliberty.org/) as well, though I don't see it on either yet....
There was also a reporter there, but I didn't catch from which organization...

I took photos of all of the panels of the concepts that they had displayed.
The final set of panels "Early Implementation" needs a little bit of explanation. The final conversion is several years away (funding, design, purchasing/installing traffic signals, etc), so this set explains what they could do in the short term in order to do something during the wait.

I see that there's nothing in these plans for Highland up to EBT, or for Penn up to Negley.
These of course were not the focus of this meeting but they would need to be addressed (along with Broad/Station) for Penn Circle to be connected, otherwise it remains an island. Was there at least some passing mention?
(Personally I think concept 2 would work the best.)

They handed out Comment forms, which will hopefully be on the site, but they seem to be OK with just taking down comments. Among other things, the form asks to rank the concepts and give "key factors in your ranking"
They also want to know if you are a resident, employee, shopper/personal, property owner, commuter or other in your "interest in the Station St/Euclid Ave area"

Next meeting is Monday, July 10, 7:00–8:30 PM at Eastminster Presbyterian Church Fellowship Hall, 250 N. Highland Ave at Station St.
At this meeting, the URA and its consultant will present preliminary drawings of the proposed street improvements, which are to include the conversion of all remaining portions of the former Penn Circle to two-way traffic and the addition of separated bicycle facilities. The purpose of the meeting is to discuss the plans for the project and provide an opportunity for folks who live, work and play in East Liberty to provide their input on the design. The project team will be present at the public meeting to present the preliminary plans and answer questions. The meeting location is accessible to persons with disabilities.
