Does this include the "freeway" high-speed section from Powers Run Road until the Hulton Bridge? If so, that would be wonderful! (and create more reason to keep the old hulton bridge as a bike/ped way.)

This road is indeed going down to three lanes and will have shoulders, but the protected bike lane idea probably won't happen.

Has anyone been on Freeport Road lately and is it now one lane in each direction with a turning lane in the middle? This is a pretty big deal if you want to access Oakmont or head north towards Harmar.
