Cyclist (via cousin) reporting hit-and-run Monday evening in the Strip, near St Stan's / Society for Contemporary Craft / Thin Man Sandwich:
corner of Smallman and 21st at 530-6pm. Turned right off 21st on Penn Ave towards down town. My cousin was struck by the (same) vehicle twice as they cut him off to make a right across his path after giving multiple verbal warnings to the driver that they were going to collide AND that they hit him. Witnesses reported the girls drove off laughing at the incident. It took the city police 45 minutes to respond and they acted like they could give a shit less. My cousin sustained some back injuries (minor) and a near total loss of his bike. Black Cadillac CTS 4: with 3 white brunettes in early 20's. Important question: was a police report made? Or did they just blow that part of "protect and serve" off?

Is there any reason to think this car may regularly be parked in the same area? and at a similar time of day? Y'know,
if we only knew what a Caddy CTS 4 looked like, we might have a mind to go on a little hiking or biking excursion over thataway.

Combining a couple updates from the Reddit OP. [I should note, if it wasn't already clear, that I am not and have no connexion with them, just reposting.]
Status update as of 8/7/14: My cousins tried to ask about Contemporary Craft for the camera [suggested by another commenter]. That Camera belongs to the property management group "[Buncher]" who claims the city may own it. dead end? Wesco bank may be able to help him without need for subpoena. PNC is acting flaky and suggesting a subpoena is the only way to get the footage. But [they] "do want to help" City police have yet to have a detective contact my cousin. Cousin is doing most of the detective work himself. He really wants these people found and tried in court. … he used to be a mechanic...so he is attentive to makes and models of cars. He said he remembered clearly the vehicle as it came up next to him, passed him a bit, then the car slowed down (he claims so the girls could check him out...lol) so he got a good look at the driver, passengers, and car. Cousins said the car accelerated as if to beat him to the turn. The driver did not pass him completely and started coming over (this is when he claim to yell to alert the driver the first time). The car bumped him over....he yelled 2nd time. The driver supposedly swerved off a bit (acknowledging the contact). He yelled (they contacted him) then the car made a sharp right into him causing him to get pulled into the turn and as he yelled they accelerated whipping him into the telephone pole in front of the church. He said the girls were laughing that they hit him. and witnesses said they saw the passengers looking back and laughing at what they caused. Unfortunately nobody got the license plate.
