What Snow Tells Us About Creating Better Public Spaces

Thought this was a cool blog post about road-diet ideas in Philadelphia. They use snow to determine sections of road that aren't being used. http://www.thisoldcity.com/advocacy/photos-what-snow-tells-us-about-creating-better-public-spaces-e-passyunk-avenue#.UvRH2vldUg1

This is great. I wonder if there's any way to come up with high quality candidates en masse... pay whoever does the satellite photos something sorta reasonable to get city wide photos_ a day or two after a big storm? I'm betting almost all of the worst intersections bike/ped safety wise also have a ton unnecessary space to encourage speeding and make crossing difficult. Slow the cars to something more reasonable, possibly even legal like snow does and a different picture emerges.
