Doyle signs law against opening car doors into cyclists' paths
Drivers could be fined if they opened the door of a parked car and struck a bicycle under a bill signed Monday by Gov. Jim Doyle(Wisconsin).
Rep. Spencer Black (D-Madison) said he pushed the bill after a Madison woman was struck by a door while bicycling and then given a ticket while she was being treated in the emergency room. She had violated a law that says bicyclists must ride three feet from parked cars.
The bill Doyle signed eliminates the law that bikers must ride three feet from parked cars.
Drivers who strike bikers with their doors could be fined $40 for a first offense under the new law.

$40? I guess at least its something. I want to see how many of these fine are actually given.
well, fine is one thing. alot of times the driver would still be responsible for covering medical expenses if it was their fault. the 40 would go to the state, but any costs for teeth fixin' would come from the insurance company.
this is what pa's vehicle codes says:
PA Vehicle Code 3705: No person shall open any door on a motor vehicle unless and until it is reasonably safe to do so and can be done without interfering with the movement of other traffic, nor shall any person leave a door open on a side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.
The true test of any legalese is how to deal with Perry Highway biking north out of West View. That quarter mile of 19 is SO narrow and the doors from parked cars are SO busy, and it's a pretty steep grade.
As a cyclist, then, you take one of three things: (a) the lane; (b) the sidewalk; or (c) your life in your hands.
