Centre City Tower is Cutting Bike Locks!

WARNING-DO NOT PARK YOUR BIKE IN FRONT OF CENTRE CITY TOWER
There have been reports of the management of Centre City Tower, located at 7th and Smithfield Streets, cutting locks and confiscating bikes that are parked in front of the building on public sidewalks. The reason they give is that this is a major drop off point for handicap access vans and shuttles, and bikes, according to the property manager, are obstructing the van/shuttle doors from opening. Bicyclists should definitely be sensitive to this, but there is absolutely no signage notifying cyclists of this fact. The PA Vehicle Code clearly states this:

Section 3509. Parking.
(a) Sidewalks.
(1) A person may park a pedalcycle on a sidewalk unless prohibited or restricted by an official traffic-control device.
(2) A pedalcycle parked on a sidewalk shall not impede the normal and reasonable movement of pedestrian or other traffic.

According to the building manager, they have only confiscated four or five bicycles and have given them all back. However, a report from a victim claimed that the official he talked to claimed “they could go into the bike selling business” because according to the official they clip on average one bike per week. We would like to know the truth.

We have reason to believe that victims are not aware that they are doing this, and are simply thinking that their bike was stolen, not confiscated. If you have parked here in the past only to find your bike missing, PLEASE CONTACT US IMMEDIATELY. We’d like to know how many people have had issues at this location. You also should also insist that the property management company return your bike to you in its original condition and reimburse you for any lost expenses.

What they are doing seems illegal to us. In no way should a private company be able to destroy property (a lock) and confiscate someone’s private property especially without any signage and especially without notifying the victim. If this happened to you, it is important to call the police on them and obtain a police report.

Also, please call the 3-1-1 line to complain about this and ask for more bike racks. This just goes to show how important bike racks are for this city!

    Here’s an update about the individual who tipped us off to this whole story –

    He received a check last week for $19.93 from Centre City Towers (the $18.18 for the new lock and the $1.75 he had to pay to take the bus home that night).
